Empowering Technology-Based Startups

The TECHGROW is a three-year DOST VII-led initiative that aims to strengthen technology transfer and commercialization efforts across Local Universities and Colleges (LUCs), State Universities and Colleges (SUCs), Higher Education Institutions (HEIs), and Research and Development Institutes (RDIs) through strategic partnerships, capacity-building, and innovation support.

Guided by Republic Act No. 10055 (Philippine Technology Transfer Act of 2009), TECHGROW promotes the efficient use and commercialization of government-funded R&D outputs. It encourages SUCs, HEIs, and RDIs to translate their research into products and services that address real-world challenges, stimulate inclusive economic development, and benefit the public.

The program enhances regional capabilities through industry partnerships, collaborative innovation hubs, and co-development of technologies tailored to market needs. It also invests in tools and systems for monitoring and evaluating technology performance to ensure sustainable and impactful results.

The program is anchored in community engagement, co-creation, and a strong innovation ecosystem. It fosters provincial-level GRIND Networks composed of experts, evaluators, and advocates to guide innovators throughout the development process, while also working with regional councils and local governments to institutionalize grassroots innovation through policy support.

TECHGROW is more than a program — it's a catalyst for national development, empowering institutions and innovators to co-create a technology-driven future for the Philippines.

Receipt of Written Request and Documents
The Fairness Opinion Board (FOB) Secretariat officially receives the adopter's request and supporting documents. (1 Working Day)
Formality Evaluation
FOB evaluates the completeness and compliance of the submitted documents. (2 Working Days)
Submit Letter of Intent
The adopter submits a formal Letter of Intent to express interest in the technology. (8 Working Days)
Identification of FOB Members
Selection and appointment of evaluators who will compose the Fairness Opinion Board. (5 Working Days)
Consultation of FOB
Preliminary discussions and clarifications with the board regarding the technology and its commercialization path. (10 Working Days)
FOB Convenes
The board meets formally to evaluate the fairness, readiness, and appropriateness of the proposed transfer. (5 Working Days)
Issuance of FOR
Preparation and release of the official Fairness Opinion Report (FOR). (1 Working Day)
Receipt of FOR by DOST-TAPI
The DOST-TAPI office receives and records the final report from the FOB Secretariat. (Internal)
Issuance of Written Recommendation
A formal recommendation is prepared and issued to guide the next phase of technology adoption. (8 Working Days)

Acknowledgement of Receipt
You will receive an official acknowledgement confirming that your application has been received by DOST Region VII.
Evaluation and Screening
Your CV will be evaluated based on the criteria set in the IRR of the Tech Transfer Act of 2009 for selecting FOB expert pool members..
Notification of Results
You will be notified of the outcome of the evaluation process. If qualified, you will be formally included in the roster of FOB members.
Orientation for Selected Experts
Qualified experts must attend an orientation by DOST Region VII covering the scope, procedures, and ethical standards for issuing Fairness Opinions under the Tech Transfer Act.
